Toronto – Toronto Public Health (TPH) has opened applications for the 2025 Toronto Urban Health Fund (TUHF) grant program. TUHF provides project funding to community-based non-profit organizations that deliver HIV prevention and substance use programs to individuals who face access barriers due to language, cultural or geographic challenges.
TUHF will allocate nearly $1.5 million in funding for one-year projects, spanning from July 1, 2025 to June 30, 2026. TUHF is now accepting Expressions of Interest (EOI) applications for the following funding streams:
- Child and youth resiliency
- Harm reduction
- HIV prevention through sexual transmission
Applicants must meet all criteria to be eligible for funding. EOIs must be submitted by 3 p.m. on Tuesday, November 12.
TUHF applications and funding are managed through the City of Toronto Grants, Rebates and Incentives Portal. Interested applicants can create an account on the TGRIP portal to access the application form, funding guidelines, eligibility requirements and projects currently funded under the previous funding cycle. The portal can be accessed on the City’s website .

Toronto Public Health commitment to Reconciliation with Indigenous Communities
In May 2024, the Board of Health directed the Medical Officer of Health to review and redesign the Toronto Urban Health Fund (TUHF) Indigenous funding stream using an Indigenous-led approach. Toronto Public Health is committed to reconciliation and responsive to the needs and feedback of Indigenous communities and service providers. As a result, the Indigenous funding stream is currently under evaluation to ensure it aligns with these principles. Further information on the 2025 TUHF Indigenous funding stream will be provided as this process progresses.
